PROJECT_

LOCAL COMMUNITY DEVELOPMENT COMMITTEES (LCDCS):

_LCDCs are county level committees that draw on the expertise and
experience of public and private people and organisations in each
local authority area._

LCDCS ARE RESPONSIBLE FOR:

* co-ordinating, planning and overseeing local and community
development funding
* bringing a more joined-up approach to the running of local and
community development programmes and interventions
* pursuing an integrated approach to local community-based services
across providers and delivery structures
* promoting meaningful citizen and community engagement in the
planning and evaluation of development programmes
* pursuing a more cost-efficient administration of local and
community development programmes and delivery structures
* matching resources to priorities
* ensuring better value for money in the management and delivery of
programmes
* focusing on learning and feedback, enhancing the links between
services delivery and policy development
* pursuing opportunities for additional funding for the area,
whether exchequer, EU, private or other sources

_Healthy Ireland, A Framework for Improved Health and Wellbeing
**Apply on the website**_?is the national framework for action to
improve the health and wellbeing of Ireland over the coming
generation. The primary aim of the Healthy Ireland Fund is to support
innovative, cross-sectoral, evidence-based projects and initiatives
that support the implementation of key national policies in areas such
as obesity, smoking, alcohol, physical activity and sexual health.

The fund is administered locally through Local Community Development
Committees (LCDC?s) and the Children and Young People?s Services
Committees (CYPSC)

THE OBJECTIVES OF THE FUND ARE:

* To raise awareness of, and support for, Healthy Ireland through the
funding of community-based and national health promotion activities.
* To facilitate and resource cross-sectoral and partnership networks
that promote health and well-being.
* To resource the development of locally-led, cross-sectoral
strategies promoting health and wellbeing.
* To add value to existing health promotion initiatives through the
provision of Healthy Ireland resources.
* To support the health and wellbeing of the most disadvantaged
groups and areas and those experiencing significant health
inequalities through long-term planning.

A HEALTH FACILITATOR IS BEING COMMISSIONED TO UNDERTAKE THE FOLLOWING:

* To Coordinate the delivery and implementation of a pilot **Apply on
the website**-week ?Traveller Healthy Streets? programme with five
families from the Travelling community with the Kilkenny Traveller
Community Movement (Kilkenny Traveller Health Project)
* The recruitment of five families from the travelling communities
* Deliver culturally appropriate health and parenting programme
including healthy eating and physical activity for whole families.
This will involve utilising existing health and wellbeing programmes
in the community e.g., Healthy Food Made Easy
* Evaluation of the **Apply on the website**-week ?Healthy
Streets? pilot programme
* Reporting with regards programme outcomes and learning submitted
to the HI working group, plus a report outlining recommendations for
further development.

HEALTH FACILITATOR SPECIFICATION

The successful applicant for this project will be able to demonstrate
the following skills and experience. These competencies will be used
to assess submissions.

COMPETENCIES:

* Understanding of participatory evaluation methods and tools
* Ability to understand cultural attitudes and behaviours and adapt
programmes accordingly
* Strong Facilitation skills.
* Strong communication skills with the understanding of behaviour
change models around health and wellbeing.
* Past experience in developing health programmes and tools that
reflect a variety of learning styles and abilities, for example,
working with individuals with literacy difficulties and families as a
whole.
* Ability to facilitate and engage with a diversity of groups across
the county.
* Excellent IT skills including skills and knowledge around digital
platforms.
* Good knowledge of challenges that people who experience social
exclusion face.
* Background in youth/community/work.

PROJECT TIME SCALE: **APPLY ON THE WEBSITE** WEEKS COMMENCING IN

ENGAGEMENT:

Kilkenny County Council will administer the funding to the successful
applicant who should be able to proceed on a self-employed/consultancy
basis. The successful applicant will report to the Traveller Health
Coordinator, Kilkenny Traveller Health Project.

PROPOSAL HEALTH FACILITATORS SHOULD PROVIDE THE FOLLOWING INFORMATION:

A full outline of the project plan including the following:

* Details in relation to the consultant and his/her relevant
experience
* Evidence of implementing health programmes with communities from a
disadvantaged/deprived area
* Proposed project plan, with clear objectives, actions/outputs and
timescales (the proposed time for each element)
* A full breakdown of costs including number of days, daily rate,
VAT, etc. A QUOTE MUST BE SUBMITTED FOR THE PROGRAMME OF WORK.

ADDITIONAL DOCUMENTATION:

* Tax Clearance Access Number (TCAN)
* Insurance Details
* A sample of, or link to, samples of previous work.
* Details of at least two relevant references, including the name,
address and telephone number of the organisation for which this work
was carried out, including a specific contact person in each case.

tender process.

FINANCIAL INFORMATION:

and travel expenses as part of the post which has been calculated at
